Hu Jingyan who is the ministry of Commerce Trade Department pointed out that the current focus of international barycenter has transferred from manufacturing industry to service industry, to go after high added value has become the core of global industrial shift. According to the statistics, currently, service industry has accounted for more than 60% of the global economical gross, in the additional traffic of the annual FDI (Foreign Direct Investment), about two-thirds of it is service industry, finance, insurance, tourism, consulting and other service industries have become the core areas of global industrial shift.
"But many China's service outsourcing enterprises are still at a relatively low level, for example, China still has great difference with India, Ireland and other countries." Hu Jingyan stressed that in the current situation, in developing service outsourcing industry, in one hand, each area should choose the right level according to their own circs, and in the other hand, we should use high-end ways with high added value and high technology content industry, to form the core competitiveness through variant competition. "Especially areas with good foundation conditions such as Shanghai, they should choose the service outsourcing industrial development way of high added value and high level."
Hu Jingyan regarded that on the one hand, the government should firmly seize the opportunity of the global industrial shift, development positively the software industry and accelerate the construction of software and service outsourcing intermediary organization, and support the service outsourcing enterprises to get the international certification and explore the international market, to build Chinese service outsourcing public information service platform and public technical service platform, greatly support the talent training of global service outsourcing. At the same time, we should study and formulate appropriate tax policies and analyze the problems in software export customers declaration, improve the statistical system of software export and service outsourcing. On the other hand, enterprise should actively take ways of self-development, merger, equity participation, strategic cooperation and alliance to speed up software and service outsourcing enterprise to develop to large-scale, specialization and standardization.
