In the annual outsourcing meeting held yesterday, Deputy Mayor Dai Yulin made a point in his speech in the rapid development of the scale of Dalian¡¯s software and services outsourcing industry, especially the deepening international cooperation. Going out is becoming an important choice for Dalian¡¯s services Outsourcing industry to gain a further development. As one of the most important strategies, a software park to be built in Tokyo, Japan by Dalian will provide a forefront platform to strengthen the outsourcing business with Japanese.
Six out of the top 10 global outsourcing providers will come to Dalian
Dai Yulin introduced to the attendees that, Dalian began to promote a continued development of software and information services from 1998 and has laid a good hardware and software environment through many years of healthy fast development. After 2000, IT outsourcing (ITO) and business process outsourcing (BPO) prospered around the world and Dalian is the first city to propose the setup of IT outsourcing centre in the country to focusing on exploring the Japanese market. In this way a large number of Japanese outsourcing businesses are transferred to Dalian and they are actively reserving the ability to undertake projects from Europe and the United States based on the Japanese business. The continuous efforts and the good environment for development of service outsourcing industry in Dalian are increasingly recognized and taken part in by large multinational companies. In the current top 10 global ITO and BPO services providers, six have carried out outsourcing business in Dalian. Three local companies, namely Neusoft, Watson, Hoi Fai ranked the top three in China's software export market for several consecutive years.
Dalian accelerates the upgrading of service outsourcing
Judging from the current global service outsourcing industry and analyzing the development trend, we can see that this is an area providing huge market opportunities for enterprises in the industry. Although there are some problems, it is not overstated to call it a golden development period from the macro view. After years of development and accumulation of technology, capital and talent, Dalian now has a relatively complete outsourcing business chain, with business content ranging from the primary software development in the initial stage to business process services, and are gradually extending to technology intensive, management intensive and high value-added outsourcing business. Dai Yulin said that services outsourcing industry in Dalian is already equipped with the necessary infrastructure and conditions for undertaking broader and more high-end software export and outsourcing businesses. Meanwhile, Dalian services outsourcing industry is accelerating escalation of the scale.
Dalian encourages enterprises to "go globally"
Dai Yulin said that, Dalian will develop to be a "global software and services outsourcing leading city" in the future, and to become the No. 1 in China and in the world. We will constantly optimize the city's software industry labor environment, policy environment, the credibility environment, especially promote the software and services outsourcing industry's structural optimization and upgrad the city to undertake a high-end base to provide services outsourcing and a retransfer center connecting domestic and international service outsourcing market.
In the development process of the service outsourcing industry, Dalian will actively implement the strategy of going out, and to encourage enterprises and training institutions to set up branches as well as software and services outsourcing park in other cities, at the same time, Dalian will also organize enterprises to seek development overseas. In the second half of this year, Dalian will hold the second overseas session of China's software trade fairs in Japan. Dalian will invite enterprises in all parts of the country to demonstrate the overall strength of outsourcing services from China. Dai Yulin said that ¡°China service" will become a world-renowned brand with the joint efforts of everyone involved.
