"Service Outsourcing, should be transformed from 1.0 model based on cost, to 2.0 model based on technology and talents." Yesterday, Cai Qi, the mayor of Hang Zhou put forward the concept in service outsourcing work research.
In order to reduce production and operation costs, transnational corporations strip out the non-core businesses, and outsource to professional service providers to complete, which is called service outsourcing.
The "1.0 model" service outsourcing focus on human cost outsourcing, such as the traditional call center business model of outsourcing; and 2.0 model outsourcing will be the high-end outsourcing combination of human and technical.
For example, the U.S. accounting firm, delivers business data package of the personal income tax to an accounting company in Hang Zhou, which belongs to the "2.0 model" outsourcing.
"Many domestic cities are focus on service outsourcing, Wu Han focus on translation outsourcing, Cheng Du focus on software, and financial industry is the key to Hang Zhou."

If the service outsourcing of Hang Zhou is likened to a yoke which should be steady, the two ends of buckets need to have considerable weight.
