Yan Keqiang, Deputy Secretary of Information Industry Bureau introduced that in September, 2006, the state Department of Commerce, the Ministry of Information Industry and other ministries and 9 jointly issued that in 3-5 years, China will build 10 offshore outsourcing service bases. In April this year, the Heilongjiang provincial government official declared the city of Harbin to China's service outsourcing base cities to the Ministry of Commerce.
Harbin municipal government attaches great importance to service outsourcing, and formulated "Preferential policies to promote the development of Harbin services outsourcing industry," and has identified 35 preferential policies in taxation, investment and financing, financial support to attract talents in such areas.
At present, Ha City has two professional outsourcing services park, and about 80 enterprises in service outsourcing, 50 percent of Japanese companies carried out offshore outsourcing services to undertake outsourcing business, 20 percent undertake the U.S. outsourcing business, 30 percent undertake outsourcing business for EU, South Korea and other countries, the business scope covering the communications industry, medical, financial, insurance, banking, research institutes, and other fields.
By 2010, revenue of services outsourcing industry in Ha City is expected to realize 20 billion yuan, to provide 100,000 jobs, admission to 600 enterprises.
