For this reason, we make the following recommendations:
1. According to the report of party's "17th Conference" on "The development of modern service industries, and increase the proportion of the level of services," the need to level from the various government departments reached a consensus as soon as possible and actively promote the development of China's national strategy for outsourcing services.
2. Optimal policies to support further study, relax services outsourcing enterprises to enter the threshold, reducing corporate taxes standards, extend the concession period will be software companies tax incentives extended to the entire service outsourcing companies, to ensure that the cost advantages of Chinese enterprises.
3. Establish a government to business needs rapid response mechanism, and the outsourcing of services into the conduct of external trade relations, bilateral or multilateral context, a country's overall advantages, and promote service outsourcing enterprises bigger and stronger.
4. Establish a services outsourcing industrial development for the personnel training mechanism, design and develop international standards and the system of training courses.
5. Make a Chinese services outsourcing brand strategy and create an international influence on the success of the case, the brand-building through the development of leading industries, and gradually establish a China in the field of global outsourcing of services leading position.
6. Governments at all levels take the lead by implementing the proposed outsourcing of services, and called on China's large enterprises outsource non-core business. Through stimulating domestic demand for offshore outsourcing lay the foundation for scale operation.
