Software outsourcing is a green industry which has no resource consumption and whose energy consumption is only one-tenth or even centesimal of the normal industry, it gradually becomes the "green engine" of the economic development in Qinhuangdao. In the first half of this year, the service outsourcing industry in Qinhuangdao has achieved 609 million Yuan's sales income, with an increase of 28.5%. The profit is 92.2 million Yuan, with an increase of 46.2%, the export delivery value has achieved 7.943 million US dollars, with an increase of 293.2%.
Qinhuangdao owns state-level economic and technological development zone, export processing zone, high-tech business center, university science and technology park, as well as Hebei software industrial base, this has provided a top-ranking platform for importing and cultivating service outsourcing enterprises. Developing software outsourcing accords with the city's situation and industrial development direction of Qinhuangdao. In 2003, Qinhuangdao Planet Digital Technology Co., Ltd firstly entered this emerging industry in the province. At present, the company provides global clients with all kinds of services in geographic information collection, processing, mapping service based on aviation, aerospace remote sensor, and geographic database development and geographical information system application solutions, its products are exported to the U.S., Canada, Japan and other countries. In 2007, the company has achieved 7.08 million Yuan's sales income with 6.72 million Yuan's offshore outsourcing which accounts for 95% of the total income.
In 2007, Qinhuangdao signed a strategic cooperation agreement about developing service outsourcing industry with Dalian. In order to strengthen the regional strategic cooperation, Qinhuangdao firmly grasps Beijing, Tianjin, and other cities with the opportunity of developing service outsourcing enterprises, it attracts Beijing, Tianjin, Shenyang, Dalian and other adjacent strategic collaborators who have certain scale and strength, Qinhuangdao focuses on promoting the cooperation with Qinhuangdao economical technological development zone, Beidaihe and Beijing Zhongguancun software park, computer institute of Chinese academy of sciences, Shenyang Neusoft group and other enterprises.
According to the introduction of Zhao Wencheng who is the co-director of Qinhuangdao commerce bureau, on May 18 this year, after the government identified Qinhuangdao economic and technological development zone as "Hebei Service Outsourcing Demonstration Area", Qinhuangdao has focused on planning Qinhuangdao economic and technological development zone and Beidaihe district, and has given guiding advice and promoting solutions of constructing service outsourcing zone, policy support, personnel training and other aspects. Now, Qinhuangdao Branch of Daqing Petroleum Institute, Qinhuangdao Branch of Northwestern University and Qinhuangdao Vocational Technical Institute have established personnel training mode with Planet Digital and Ascent, the service outsourcing industrial base which is located in the 3rd phrase of Qinhuangdao economic and technological zone has been put into use, the technology and integrated service building with 25,000 square meters and standard factory building with 89,000 square meters have been completed, the rent fee of integrated service building is about 6 to 7 Yuan for each square meter.
Liu Chenyin who is the vice mayor of Qinhuangdao pointed out that Qinhuangdao has further defined the promoting idea of software outsourcing industry – focusing on develop offshore service outsourcing and cultivating a group of backbone enterprises who are able to undertake multinational service outsourcing businesses. At the same time, we should try hard to seeking for multinational and relevant enterprises' service outsourcing businesses with focusing on high-end market.
