It has been said that IT outsourcing services is a new growth point after the IT manufacturing industry. The "11th Five-Year Plan" planning framework formulated by the State Council clearly put forward that 11 cities, including Shenzhen will be listed as "China's service outsourcing base cities." Currently, there're IT outsourcing industrial parks in Shanghai, Beijing and other cities. Experts predict that in the next four years, China's IT management outsourcing application will keep at a high-speed growth, the annual growth rate will be more than 25 percent. The scale of Shenzhen software industry will reach more than 56 billion, key software outsourcing enterprises will be more than 30, and last year, the city's software outsourcing value was over 100 million U.S. dollars, so it has great potential in IT outsourcing services market.
Experts suggested that Shenzhen should promulgated relevant policies to attract IT outsourcing enterprises to speed up gathering, and made brand IT outsourcing services. At the same time, policies should be made towards outsourcing companies, with attracting Hong Kong and international IT outsourcing enterprises to emplacement, lead Shenzhen to accelerate development of IT outsourcing services.
