In 2007, the service outsourcing of Sichuan developed fast. According to the statistics, there are 265 offshore service outsourcing contracts, and the contract amount is about 46.08 million US dollars with the increase of 67.6%; the new service outsourcing posts are about 20 thousand ones, there are more than 100 thousand employees; the annual service outsourcing sales income is about 27 billion Yuan.
1. The contracts are mainly based on basic technology services and supply chain management.
The provincial information technology outsourcing contracts are about 250; the amount is about 22.07 million US dollars, the main part of which is basic technology services. The business process outsourcing contracts are 25, with the amount of 24.01 million US dollars, the main part of which is supply chain management. This is the first time that business process outsourcing exceeds than information technology outsourcing contracts and becomes the new highlights of the service outsourcing development in Sichuan.
2. Enterprises are mainly based in Chengdu.
Recently, the service outsourcing enterprises of Sichuan are mainly based in Chengdu and Mianyang. There are 28 enterprises have registered export, 27 of them are from Chengdu and one is from Mianyang. In 2007, there were 15 enterprises have passed CMMI certification, and 3 of them are CMM/CMMI 5, also, there are more than 50 enterprises are working for getting CMMI, and 4 enterprises are carrying out information security certification ISO27001 (BS7799).
3. The domestic and foreign-funded enterprises develop together.
In 2007, there were 55 service outsourcing enterprises brought into Sichuan, including the world top 500 service outsourcing enterprises, the domestic top 100 IT enterprises and other 30 renowned service outsourcing enterprises. IBM Global Service Outsourcing Center, HiSoft Technology, Flextronics, China Ping'An Insurance Call Center, Vanad, Wipro and other key projects have been steeled in Chengdu Hi-tech Zone, as well as Symantec and Huawei have jointly set up a new company with hundreds of millions of US dollars. The development of domestic enterprises is rapid. There are almost 1000 employees in Chengdu Peak Group, and the sales income has breached 70 million Yuan; there are more than 200 employees in Jiehua Technology, it has built stable cooperation relationship with many world top 500 enterprises, the annual sales income of Jiehua has exceeded more than 40 million Yuan.
4. The basis of human resources is temping.
The provincial trained undergraduates (including college) are about 7000, the pre-job trained personnel is 40,000. Sichuan University, Finance and Economics University, Provincial Business Training College and other institutions add majors to provide back-up talents for service outsourcing enterprises, and temp the basis of service outsourcing human resources. Chengdu Information Engineering College has set up the first domestic software and service outsourcing college. The undergraduates practicing project hold by Sichuan Business Training College and Peak Software Group has got great success. The annual national service outsourcing business development fund is 21.86 million Yuan, 40 enterprises have got the support of 3635 new employed staff and 4 training organizations have got 1000 staff to train. The service outsourcing enterprises have got the provincial finance support of 1 million Yuan to expand the international market, enterprise certification and talents training.
