On June 12th, the 12th China International Software Expo which is also the Innovation and Integration Summit Forum of Software Industry in 2008 was hold in Beijing by the Ministry of Industry and Informationization, National Development and Reform Commission, Ministry of Science and Technology and Beijing Municipal Government. Lou Qinjian who is the vice minister of the Ministry of Industry and Informationization, Cao Jianlin who is the vice minister of the Ministry of Science and Technology, Ji Chengyuan who is the vice director of the High-tech Industry Division of National Development and Reform Commission and Xu Zhibiao who is the vice mayor of Guangzhou attended the opening ceremony and delivered a speech. Xiao Hua who is the director of the Ministry of Industry and Informationization was the emcee.
Lou Qinjian stressed, ¡°In the 30 years of reform and opening-up, China¡¯s software industry has kept growing, from starting to developing, from small to large, at present, China¡¯s software industry which has reached 583.4 billion Yuan has become a national basic, leading and strategic industry, as well as the core of information industry, advance manufacturing and modern service industry. In the next few years, it will be the key period to comprehensively build a well-off society to win new victories, and it also will be the crucial phrase of China¡¯s software industry to become bigger and stronger. The development of software industry is not only related to the upgrade of the core competitiveness of China¡¯s information industry, but also the building of the modern industrial system, promoting the integration of Informationization and industrialization, as well as the process of new industrialization.
Lou Qinjian said that the industry and Informationization department newly formed by the State Council as the directive department of the software industry would earnestly comply with the spirit of the Seventeenth Congress, follow the principle of scientific development, and fulfill the duties lying upon them to promote the software industry in a speedy and promising manner. In terms of concrete implementation, first of all, we need to improve the industrial environment. The legislation progress of The Software and Integrated Circuit Industry Development Regulations should be accelerated and implementation of other regulations should also be realized, and a favorable policy environment should be set up. The macro guidance of the government should be strengthened, the construction of software innovation base, industrial base, export base and outsourcing base should be accelerated, and cluster development of the industry should be promoted. The second point is to achieve major breakthroughs. We should take the opportunity of the implementation of major science and technology projects by the nation to concentrate abundant resources and give full support to the development and application of frame software. The third point is to promote an integrated development of the industry. We should adhere to the principle of conducting information system construction and traditional industry reform at once, and develop industrial software application platform. Reliable and mature software products and services should be supplied upon demand according to various application needs. The fourth point is to dedicatedly develop leading enterprises of the industry. The implementation of strategy of building large company, intellectual property strategy and standards strategy should be resumed, great efforts should be made to cultivate large software enterprises, and major support should be given to key enterprises who have unique advantages in their respective domain, making particular efforts to promote investment of all kinds of capital and to support software enterprises oriented in innovation and development. The fifth point is to strengthen talent training. Human resources strategy should be further implemented, and training of software personnel who can adapt to international environment and are equipped with high-level and diversified skills should be speeded up in order to form a multi-leveled talent echelon.
Cao Jianlin, the vice minister of the department pointed out that the present global information industry has been transformed from hardware-oriented to software and services oriented. The developed countries have already been leading the global industry, and are working at a favorable position in the next wave of international industrial division. China, as a developing country are striving to set a foot in the new international industry and gain favorable position for competition on the market through software technology innovation, as well as promoting the information and industrialization progress at the same time. In his view, China put more efforts on the following aspects: strengthening software technology innovation and strategic research of industrial development, taking the resourceful market as an advantage, putting more efforts on frontier technology research, improving the environment for technology and industrialization development, strengthening the cultivation of innovative software talents.
Qi-yuan, deputy director said that the National Development and Reform Commission will work together with relevant departments to further promote the development of software industry. They will continue to put more efforts in terms of improve the policy environment for software industry development, give major support for independent innovation of software technology, accelerate the concentrative development of the software industry and drive the development of domestic software enterprises as well as adhere to the policy of opening up.
The main topic of this conference is how we can pursue an integrated development of informationization and industrialization according to China's basic conditions. Lots of attendees expressed their optimistic view that more market demands will be produced and more chances and space for innovation will be provided to the software enterprises under the general background that the integration of informationization and industrialization have been pushed forward to an unprecedented height ever since the party's 17 National Congress until this year¡¯s two Conferences.
In the Software Industry Innovation and Integration Summit, government department representatives, representatives of software companies and experts and scholars representatives held a round-table dialogue about the "way to integrate informationization and industrialization". They cut through the topic and discuss about the new mission, new idea and new move of China's software industry innovation and integration with industrialization against the backdrop of "integration of the two, five integration at once" in terms of the relationship between informationization and industrialization, positive impact on green manufacturing and whether there will be a driving force for the transformation from China manufacturing to China design.
