The "2008 Topic Tour on service outsourcing industry, that is, the consultation fair and job recruitment of service outsourcing talents", which is jointly organized by Provincial Information Industry Department and Education Department of Hei Longjiang, was held in No.3 classroom building of Heilongjiang University. By speeches of service outsourcing experts and business representatives, this event aims to improve the school students¡¯ understanding of service outsourcing, build platforms for exchanges between companies and students, guide employment and entrepreneurship of students as well as helping companies explore talents, in order to bring about the mutual satisfaction of talents recruitment.
Yuan Cheng, Assistant Officer of Heilongjiang Provincial Information Industry Office; Hong Hai, General Manager of Yi Site Software Co., Ltd of Hei Longjiang University, Harbin; and Liu Zhijie, Human Resources Manager of Harbin Jia Hong Technology Development Co., Ltd., give speeches respectively entitled "Exchanges about Service Outsourcing Industry", "Practices of Outsourcing Talents esp. for Japanese Software Outsourcing" and "Welcome Graduating Students To Jia Hong". More than 300 students of Heilongjiang University have participated in this tour. This event has got favourable receptions from teachers and students, who actively took part in consultation of relevant issues and ideas exchange, and the venue atmosphere was very active.
"Outsourcing" refers to delivering one or several components in production or business process to other (certain) companies to complete. In one sentence, it means "to deliver professional matters to professional persons to do." "Services Outsourcing", refers to technology development and outsourcing of supporting other service activities. Currently, it¡¯s widely used in IT services, animation design, human resources management, finance, accounting, customer services and other fields, its service levels are continuously improving and value-added services are increasing significantly.
In order to achieve transformation of industrial structure of our province under new conditions, the provincial government has determined to develop service outsourcing into the pillar industry. Features of service outsourcing enable it overcome effects of objective factors, such as geography, climate and environment, etc., to gain by advantages and retain from disadvantages, so that our province can rely on the advantages of human resources, fully develop service outsourcing industry and build a strong province of service outsourcing.
As the output cycle of service outsourcing is short, in our province, many enterprises which started earlier is developing at a very fast pace, and the demand for talents is very urgent, college and university students are just the "Un-carved Jade" to satisfy the urgent needs of enterprises. Students graduating from our province can also receive the same development opportunities as in elsewhere, even if they choose to stay here. They can achieve self-worth while revitalizing the economy of Heilongjiang Province.
