Tianjin high-tech zone will build the world-class "National Software and Service Outsourcing Industry Base".
Tianjin high-tech zone will regard the development of Binhai new area as an important historical opportunity, and building the world-class "National Software and Service Outsourcing Industry Base" as the target, it will build a software and service outsourcing industry base in Huayuan Industry Zone with covering an area of 3.08 square kilometers. The base will develop software industry to become bigger and stronger in order to actively develop service outsourcing industry, cultivate IC design and animation game industry, it will strive to build 4 core industry clusters with great competitiveness in five years. By 2012, it will achieve the software and information service industry sales income of 30 billion Yuan, which is 5 times of 2006, this will become the important place of Tianjin service industry and promote the overall development of the service industry in Tianjin.
At present, Tianjin high-tech zone software park has owned four brands of "The National Software Export Base" from the Ministry of Information Industry Department of Stage Development Commission, "National Torch Program Software Industry Base", "National 863 Software Professional Incubator" from the Ministry of Science and Technology Board and "National Service Outsourcing Base Demonstration Zone" from the Ministry of Commerce. According to the incomplete statistics, the annual average increase of the high-tech zone during the Ten Five-Year Plan is more than 38.5%, in 2006, the sales income was 6.025 billion Yuan. The increase rate of software export is 33.4%, in 2006, it reached 90.58 million US dollars. After years of rapid development, the high-tech zone has formed many advanced fields, such as software service outsourcing, high-performance computer, information security, digital content, security and monitoring, and etc. The high-tech zone has gathered more than 60% of software enterprises and 53% system integration enterprises. In 2006, the new added recognized enterprises were 39 with accounting for 64% of the city, the new added recognized software products were 101 with accounting for 62% of the city, the new added software copyright registration were 180 with accounting for 61% of the city, the enterprises with CMM3 and higher certification were 8 with accounting for 80% of the city. The new advantage industry cluster is taking shape, it will take charge of building Tianjin IC Design Center. Tianjin Mammoth, Tianjin Baizhu and other 30 animation game enterprises with influence and competitiveness have settled in high-tech zone, this has made a good start for the development animation game industry which accounting for 70% of the city. Till the end of 2006, the software employees of high-tech zone had reached 16529, including 72 doctors with accounting for 0.44% of the total number, 411 masters with accounting for 2.49% of the total number, 6573 bachelors with accounting for 39.77%, 4346 junior college students with accounting for 26.29% of the total number, 5127 persons are from technical secondary schools and below ones with accounting for 31.02% of the total number.
In order to speed up the development of software and service outsourcing industry and enhance the invitation of investment in the high-tech zone, the park has set up "The Special Funds for Encouraging the Development Software and Service Outsourcing Industry" and published The Encourage Method of Accelerating the Development of Software and Service Outsourcing Industry In Tianjin New Technology Industry Park. Since 2008, the park will give 200 million Yuan per year to support the development of software and service outsourcing industry in the five years. The supported fields include software product and service, software and service outsourcing, animation and digital content, IC design and so on. The policy has given great support on tax benefit, training support, talents incentives, innovation support and other aspects to the enterprises. For example, to those world top 500 enterprises, world top 100 software enterprises which have settled companies or organizations and developed into a certain scale, the policy will give them 3 to 5 million Yuan for encouraging.
Tianjin high-tech zone will build a new world-class energy industry cluster.

Tianjin high-tech green energy industry has been listed in the Torch center industry cluster pilot of National Science and Technology Board.
