Tianjin accelerates its development of the service industry
Entering a new year, Tianjin accelerates its development of the service industry under the guidance of the scientific concept of development and the development and opening up in the Offshore New Area. At the beginning of the New Year, in order to strengthen financial reform and innovation to attract more financial institutions and headquarters to settle in the Offshore New District, and to establish a financial service system accompanying the northern economic center, the city government signed an agreement with the China Trade Association to set the international economic and financial centre for arbitration in Tianjin Offshore New Area. This act is aimed at supporting innovation and financial reform, and playing the role of economic arbitration in dealing with the in disputes with advantages of one-stop arbitration, simple procedure, less cost and widely applicable international rules, high degree of internationalization and strong international credibility.
Tianjin develops its modern service industries with technological innovation feature, focus on the scientific and technological innovation system, attention to optimizing the allocation of resources, as well as actively promoting independent innovation and industrialization of key areas. A national biomedical International Innovation Park and joint industrial biotechnology research center of the Tianjin International Institute of the Chinese Academy of Sciences is established through deepening the technological cooperation with institutions. At the same time, Tianjin will actively promote the establishment of trading market for the coastal technological property rights, forming a platform for technology transfer and financing transactions based on the North and facing the Northeast Asia. Tianjin has also launched trial policies for high-tech enterprise's equity and other incentive policies, and carried out global talent recruitment policy, with trial policies of "green card", part-time and dual-employed pay, non-file of the flow of talent, thus actively importing talents to the modern service industry.
To further promote 20 major projects in modern service industry and 100 services construction of key projects in Tianjin, governments at all levels actively develop relevant policies and provide a good environment by formulating policies in supporting industries, promoting major construction projects in the service industries and forming service industry system with regional characteristics. Tianjin New Technology Industrial Park has set up the ¡°special funds for encouraging software and services outsourcing industry¡± in independent innovation funds, and decided to support the software and services outsourcing industry in high-tech zones by offering 200 million yuan of funds every year in the next five years. Peace Zone will support and guide the development of modern service industries through financial subsidies, tax relief, government incentives, construct platform and other means. Dagang District has formulated incentive policies to promote optimization of the industrial structure and set up funds to develop emerging service industries and large integrated market such as modern logistics, business services, finance and insurance, originality industries, services outsourcing, headquarter economy and tourism industry as well as wholesale market. Beichen District has developed the policy to subsidy and reward service enterprises attracting large investment in fixed assets, national and municipal community business centers, and national scenic areas and spots of AAA level and above; they will reduce the revenue of enterprises in the service sector contributing large amount of taxes. The government proposed that the added value of the city's services industry should reach 280 billion yuan by 2010 in the documents "Decisions to speed up the development of modern service industries" and "outlines to implement acceleration of the development of modern service industries". It is expected that the average annual growth rate of the service industries will be more than 14%, and the employees in the service industries will reach to more than 50 percent. At the same time, the government also made a serial of incentive policies and security measures realize these objectives, which will become the solid foundation for the key projects of modern service industry and construction of key projects in Tianjin.
