The supporting policy will be implemented since the date of promulgation, the original The Supporting Management Approach of the Development of Xi'an Development Zone Software Industry, CMC's Supporting Policy to Promote Software and Service Outsourcing Industry and their implementation rules will also be abolished at the same time. All the related inconsistent policies will be according to this new policy. The enterprises complying with the other policies of CMC can choose the best ones and will not enjoy repeatedly. Compared with the previous policies, the new policy is more targeted and concerns more about the growth of enterprises, talents training and introduction, as well as other core issues of the development of software industry.
The listed enterprises and enterprises with certain scale will get more support.
The new policy prescribes that during January 1st, 2008 to December 31st, 2010, the world top 500 enterprises which will be settled in Xi'an Development Zone Software and Service Outsourcing Demonstration Zone (including Software Park, Pioneer Park, Software and Service Outsourcing Base), the foreign listed enterprises and the top 10 renowned software enterprise in North America, Europe, Australia, Japan, India, Taiwan and other countries and regions, the domestic listed or domestic top 50 software and service outsourcing home and abroad enterprises will get separately 300,000 Yuan and 500,000 Yuan's subsidy at one time. To the world top 500 enterprises listed by Fortune, world top 100 global software and service outsourcing enterprises listed by international authoritative organizations, enterprises listed at home or abroad, domestic software top 100 listed by state commissions and key software enterprises in the national layout and distribution, or win the National Technical Progress Award, National Science and Technology Progress Award, National Great Technical Invention Award and National Technology Support Funds to settle. Those enterprises will enjoy the hire fee of 20 Yuan/m2 per month and the rent subsidy of 10 Yuan/ m2 per month. These policies mark the determination and confidence of Xi'an Development Zone to develop service outsourcing industry, at the same of enhancing the leading position of Xi'an Development Zone software and service outsourcing industry, Xi'an also enhances to agglomerate the advanced resources to develop Xi'an service outsourcing industry in order to seize the opportunity and gather the resources under the trend of the rapid transformation and connection of global service outsourcing industry.
